Mickey Zitkovich
Court Administrator

The Burlington Municipal Court's mission is to deliver efficient, accurate, and complete judicial and probation services in all areas, in accordance with applicable statutes and court rules.

The Burlington Municipal Court is located in the Public Safety Building on Cedar Street. The court staff consists of myself as Court Administrator, and two full time clerks.  All the municipal courts in Skagit County are a division Skagit County District Court. We are governed by the same procedures and policies as the District Court.  This is an advantage for the citizens of Skagit County, as there is a consistency of procedures with all of the Skagit County courts.  In addition to that, fines for any Skagit County court (other then Superior Court) can be paid at the office of any of the courts.  For example, if you have a fine in Sedro Woolley Court, you may make your payment at the Burlington court office.   The City contracts with a private law firms for Public Defender Services to represent the indigent and for our prosecutor.

In October, 2007, the City Work Program (CWP) went full time with a full time coordinator.  We have as up to five workers per day, and the work they are doing has been nothing short of fantastic!  They have transformed Burlington Blvd. from a littered street to one that is clean, litter free road, with edged sidewalks.  Gauges Slough has been cleaned up with hundreds of bags of litter hauled off.  The purpose of the CWP is two fold, the offenders can serve their time in a constructive manner without a huge jail bill to the City, and the City reaps the results of all the work. In year 2009 a total of 899 days were worked, with a minimum cost savings to the city (for jail costs) of  at least $61,132.00.

In addition to our court responsibilities, we are a certified facility with the Department of  State.  Please visit our web page for a link to the Department of State and information on how to apply for a passport.  We are able to process passport applications on Monday, Tuesday, Thursday, and Friday between the hours of 8:30  am– 4:00 pm

I invite anyone interested to attend our court hearings on the first and third, and forth  Wednesdays of the month.  Hearings are held from 8:30 in the morning with the last calendar starting at 3:30 in the afternoon.  The most active hearings to watch would be the 9:30 am or the 2:30 pm hearings.  These hearings can be very interesting and educational to those unfamiliar with court proceedings.
