The City of Burlington is a Code City with a Mayor-Council form of government. The City Administrator oversees the day-to-day operations of the city on behalf of the Mayor, whom he reports to. The personnel records are maintained by the Administration Department and the staff support for the Mayor and City Administrator is provided by the Administrative Assistant.

| This position is currently vacant. | | The City Administrator's primary responsibilities include providing and maintaining essential City services through the efficient and effective management and operation of the City under the direction of the Mayor. The City Administrator executes the policy direction set by the Mayor through the management of City departments and approximately 92 employees.

| Judy Sheahan Administrative Assistant to the Mayor and City Administrator | | The Administrative Assistant coordinates job announcements, maintains employee personnel files, benefit enrollment, and new employee orientations. The Administrative Assistant also prepares a record of public meetings and hearings of the City Council and assists with planning and organizing of City Council meetings and workshops. She is also responsible for maintaining official City documents (ordinances, minutes, agendas, deeds, etc.). She assists the City Administrator in planning, organizing and implementing City of Burlington personnel policies and procedures and is confidential record keeper to the City Administrator and Mayor. Administrative Assistant Judy Sheahan has been with the City of Burlington since September 2000.
